The school principal as educational administrators should know how to manage the school library that meets the standards, so the library can be used optimally. It is the responsibility of principals to take leadership in developing school libraries that meet the standards.Thus the principal should consider the following matters:

Mission of the school library (SNI7329: 2009) which provides information and ideas that are the foundation to function well in society today are based on information and knowledge; provide a means for students to be skilled lifelong learning and are able to develop the intellect so that they may live as responsible citizens.                                                                                    School library purposes (SNI7329) provides a learning resource center that can help develop and increase interest in reading, information literacy, talents and abilities of learners.  But based on the facts on the ground a lot of problems that can hinder that goal. The problem, among others, the following: lack of awareness among school leaders and the school library on the translation of the mission and goals of the school library; Lack of knowledge of school leaders and the school library on the management and organization of the library; lack of motivation  and role of government, both levels of government and agencies dtruktural local to central library.In this simple article the author tries to discuss penelesaian or way out of some of the problems mentioned above.                                 Development of a library should be based on the policy of the institution shade, unless the library is independent. The main base is the foundation that must be the vision and mission of the institution. Libraries must act to support the achievement of the vision and mission. Independent library should also have a vision and a mission to serve as a foothold development path. With a clear vision and mission, it can be made a measure or indicator of success to be achieved in the development.               For example libraries and shade on an ongoing basis should be able to create conditions that support the development of library cooperation so that everything can be a standard library.  Standard library includes: standard collections, librarians  standards and administrative staff, poor service standards (type and form of service); Coverage users (local communities – regional – national – ff.); Supporting facilities (buildings and equipment)Priority is given to the components that best supports institutional development targets.                           Another consideration is the availability of funds owned.At each development activity, the main proponent is required to ensuresuccess.                                                                                  The First is a supporter of the funds (fund). The trick is to create a SWOT analysis (Strength, Weakness, Opportunities, Threat), which is to see what the STRENGTH (S) institutions: the amount and level of HR education, networking, and all internal power, what WEAKNESSES (W) institutions: lack of funds, collection of outdated, space less representative, and other internal weaknesses, OPPORTUNITIES (O) which looks at external institutions: government policy, the offer of cooperation, scholarship opportunities, and all of the external opportunities, THREATS (T) from the external that will hinder development efforts : competition with similar institutions, globalization, the public image of the institution over the years. By determining the target size (standard) success measures are based on objective, which is formulated in the SWOT analysis. Sizes are made to be rational in order to be a very high success rate. If possible, measure of success should be a number (quantity). In the current era of true principle: “those who are able to help”. So to get the support, a library must be able to demonstrate what has been achieved with the  existing conditions. Relate the components held, what already works and what is being done, especially how the library has a role in supporting the program and the institution as a stakeholder shade utilization rate by the user on all of the services presented. Setandadisasi berasal dari kata dasar “standar” mendapat sufiks “isasi” yang mengandung nosi/arti “membuat jadi”. Dalam hal ini standardisasi dimaksudkan seperangkat langkah-langkah untuk membuat jadi ”Perpustakaan Sekolah yang standar” Karena itu standardisasi dalam tulisan seerhana ini memberi gambaran ”perpustakaan sekolah yang standar berdasarkan ” Badan Standardisasi Nasional, Standar Nasional Indonesia : Perpustakaan Sekolah, 2010”.
Perpustakaan sekolah sebagai sumber belajar dan bagian integral dari sekolah bersama-sama dengan sumber belajar lainnya bertujuan mendukung proses kegiatan belajar mengajar demi tercapainya tujuan pendidikan sekolah yang bersangkutan. SNI 7329:2009 tentang Perpustakaan Sekolah dimaksudkan untuk menyediakan acuan tentang manajemen perpustakaan yang berlaku pada perpustakaan sekolah baik negeri maupun swasta yang meliputi pendidikan dasar dan pendidikan menengah.
Pemerintah menetapkan kebijaksanaan khususnya dalam pemerataan kesempatan memperoleh pendidikan dan informasi bagi semua masyarakat Indonesia yang diarahkan untuk meningkatkan kecerdasan bangsa serta meningkatkan kemampuan untuk berpartisipasi dalam kegiatan pembangunan. Mengingat betapa pentingnya keberadaan perpustakaan di pedesaan sebagai salah satu sarana/media yang amat efisien dan efektif untuk mendapatkan informasi, maka dipandang perlu untuk mengetahui penyelenggaraan pepustakaan Desa/Kelurahan, dan hal ini didukung dengan adanya SNI 7596:2010 tentang, Perpustakaan Desa/Kelurahan yang dimaksudkan untuk menyediakan acuan tentang organisasi dan penyelenggaraan, koleksi layanan, tenaga serta sarana prasarana yang berlaku pada perpustakaan desa.
Ruang lingkup Standar perpustakaan sekolah ini menetapkan dasar pengelolaan perpustakaan sekolah. Standar ini berlaku pada perpustakaan sekolah baik negeri maupun swasta yang meliputi :

(1) Pendidikan dasar berbentuk sekolah dasar (SD) dan madrasah ibtidaiyah (MI) atau bentuk lain yang sederajat serta sekolah menengah pertama (SMP) dan madrasah tsanawiyah (MTs), atau bentuk lain yang sederajat;

(2). Pendidikan menengah berbentuk sekolah menengah atas (SMA), madrasah aliyah (MA), sekolah menengah kejuruan (SMK), dan madrasah aliyah kejuruan (MAK), atau bentuk lain yang sederajat.
Misi perpustakaan sekolah yaitu :

( 1)Menyediakan informasi dan ide yang merupakan fondasi agar berfungsi secara baik di dalam masyarakat masa kini yang berbasis informasi dan pengetahuan;( 2)Merupakan sarana bagi murid agar terampil belajar sepanjang hayat dan mampu mengembangkan daya pikir agar mereka dapat hidup sebagai warga negara yang bertanggung jawab.
Perpustakaan sekolah bertujuan menyediakan pusat sumber belajar sehingga dapat membantu pengembangan dan peningkatan minat baca, literasi informasi, bakat serta kemampuan peserta didik.
Perpustakaan memperkaya koleksinya dan menyediakan materi perpustakaan dalam berbagai bentuk media dan format dalam rangka mendukung proses belajar mengajar di sekolah.
Perpustakaan sekolah mengembangkan koleksinya disesuaikan dengan kegiatan proses belajar mengajar di sekolah. Dalam upaya meningkatkan minat baca, pengembangan koleksi diarahkan pada rasio satu murid sepuluh judul buku. Perpustakaan menambah koleksi buku per tahun sekurang-kurangnya 10% dari jumlah koleksi.
Perpustakaan melanggan minimal satu judul majalah dan satu judul surat kabar yang terkait dengan kelangsungan proses pembelajaran.
Perpustakaan menyediakan buku pelajaran pelengkap yang sifatnya membantu atau merupakan tambahan buku pelajaran pokok yang dipakai oleh siswa dan guru. Perpustakaan wajib menyediakan bacaan yang mendukung kegiatan pembelajaran di sekolah yang meliputi koleksi non fiksi yang terkait dengan kurikulum dan koleksi buku fiksi dengan perbandingan 60 : 40
Koleksi materi perpustakaan referensi minimal meliputi kamus umum bahasa Indonesia dan kamus bahasa Inggris (untuk pendidikan dasar dan menengah), kamus bahasa daerah, kamus bahasa Jerman, Prancis, Jepang, Arab, Mandarin (untuk pendidikan menengah), kamus subyek, ensiklopedi, sumber biografi, atlas, peta, bola dunia, serta buku telepon.
Perpustakaan menyediakan akses sumber informasi elektronik termasuk internet. Pengolahan dan perawatan materi perpustakaan diorganisasikan agar dapat ditemubalik secara cepat dan tepat., dideskripsikan, diklasifikasi dan disusun secara sistematis dengan menggunakan : Pedoman deskripsi bibliografis; Bagan klasifikasi;Pedoman tajuk subjek dan atau tesaurus; Pedoman penentuan tajuk entri utama. Perawatan materi perpustakaan meliputi kegiatan yang bersifat pencegahan dan penanggulangan kerusakan.
Sumber Daya Manusia,: seperti:

(1) Kepala perpustakaan yang memimpin dan bertanggung jawab kepada kepala sekolah. Kualifikasi kepala sekolah perpustakaan sekolah atau tenaga kependidikan dengan pendidikan minimal diploma dua di bidang ilmu perpustakaan dan informasi atau diploma dua bidang lain yang sudah memperoleh sertifikat pendidikan di bidang ilmu perpustakaan dan informasi dari lembaga pendidikan yang terakreditasi.

( 2). Tenaga perpustakaan sekolah sebagai tenaga teknis berpendidikan minimal pendidikan menengah serta memperoleh pelatihan kepustakawanan dari lembaga pendidikan dan pelatihan yang terakreditasi. Pengembangan sumber daya manusia Perpustakaan memberikan kesempatan untuk pengembangan sumber daya manusianya melalui pendidikan formal dan nonformal kepustakawanan.
Layanan Perpustakaan Perpustakaan minimal melakukan layanan antara lain :

(1). Layanan sirkulasi Jasa perpustakaan untuk meminjamkan materi perpustakaan bagi pengguna sesuai dengan ketentuan yang berlaku.

(2). Layanan referensi Jasa perpustakaan dalam menjawab pertanyaan, menelusur dan menyediakan materi perpustakaan dan informasi sesuai dengan permintaan pengguna dengan mendayagunakan koleksi referensi.

(3). Pendidikan pengguna Kegiatan perpustakaan yang bertujuan menjadikan pengguna mampu mendayagunakan koleksi perpustakaan secara mandiri sesuai dengan kebutuhannya.
Jam buka perpustakaan, Waktu yang diberikan oleh perpustakaan untuk memberikan layanan kepada pengguna minimal delapan jam sehari.
Dalam Penyelenggaraan Perpustakaan Setiap sekolah menyelenggarakan perpustakaan sekolah, sebagai bagian integral dari sekolah berada di bawah tanggung jawab kepala sekolah. Dan sebagai sumber belajar, kedudukannya sejajar dengan sumber belajar lainnya. Perpustakaan sekolah juga merupakan unit kerja yang melakukan kegiatan/fungsi pengadaan, pengolahan, penyimpanan, dan pendayagunaan materi perpustakaan untuk mendukung pembelajaran.
LKegiatan dan fungsi tersebut dalam bidang perpustakaan dikelompokkan menjadi dua

1). layanan teknis yaitu kegiatan pengadaan dan pengolahan materi perpustakaan;

(2). Layanan pembaca yaitu kegiatan yang memberikan layanan kepada pengguna perpustakaan.
Untuk melaksanakan fungsi tersebut, perpustakaan sekolah dipimpin oleh kepala perpustakaan sekolah yang ditunjuk/ditetapkan berdasarkan surat tugas/surat keputusan kepala sekolah. Unit perpustakaan sekolah dalam struktur organisasi sekolah:






Perpustakaan menyediakan ruang yang cukup untuk koleksi, staf dan penggunanya. Perpustakaan menyediakan ruang dengan luas sekurang-kurangnya untuk SD/MI 56 m², untuk SMP/MTS 126 m², SMA, MA, SMK dan MAK 168 m². Area koleksi seluas 45% dari ruang yang tersedia, area baca pengguna seluas 25% dari ruang yang tersedia, area staf perpustakaan seluas 15% dari ruang yang tersedia, area lain-lain seluas 15% dari ruang yang tersedia.
Perpustakaan menyediakan sekurang-kurangnya rak buku, lemari katalog, meja dan kursi baca, meja dan kursi kerja, meja sirkulasi, mesin tik/perangkat komputer dan papan pengumuman/pameran. Sekolah menjamin tersedianya anggaran perpustakaan setiap tahun sekurang-kurangnya 5% dari total anggaran sekolah di luar belanja pegawai dan pemeliharaan serta perawatan gedung. Perpustakaan memanfaatkan teknologi informasi dan komunikasi untuk keperluan pengguna. Perpustakaan menyelenggarakan kerjasama dengan pendidik serta kerjasama dengan perpustakaan dan atau badan lain untuk meningkatkan mutu pendidikan.
Dari uraian di atas standardisasi perpustakaan sekolah diharapkan dengan kerja sama dengan pihak-pihak terkait, khususnya Kepala Srkolah, Perpustakaan Sekolah dapat menyelenggarakan perpustakaan yang sesuai dengan standar, atau paling tidak ada upaya melakukan pembenahan, sehingga perpustakaan akan semakin berkembang menuju perpustakaan yang lebih baik untuk melayani mayarakat. Selain itu penulis berpendapat bahwa standardisasi perputakaan sekolah dapat terwujud jika pemerintah secara aktif mendukung standardisasi ini dengan usaha-usaha penyediaan fasilitas sarana, prasarana, penambahan koleliksi buku, dan non buku, juga peningkatan kualitas perguruan tinggi jurusan perpustakaan.
